3. Cooperative Purchase-BuyBoard Electrical Energy Savings Project

Description:

This recommended purchase meets the criteria set forth in the Texas Educational Code Section 44.031 and School Board Policy.

This is a cooperative purchase using a contract awarded by the Texas Association of School Boards (TASB) BuyBoard.

Energy consumption is one of the District's largest fixed cost expenses. Staff has been actively researching various means of reducing electrical energy costs. Several methods are available to reduce electrical usage such as controllers that turn lights off when not in use, high efficiency fluorescent light bulbs and ballasts, and highly efficient lighting fixtures. The three Senior High Schools were the first projects selected for energy efficient lighting. These projects have been completed successfully. The District's High School and Middle School gyms are the next phase of the energy saving project. Pricing includes materials and installation for both game gyms and practice gyms. Gymnasiums are high energy usage areas that can be closely monitored for energy savings. The cost estimates are based on a survey of lighting at the gym facility. Cost estimates could vary once the contracted work begins, due to unforeseen electrical issues.

Inline Electric Solutions of Texas is the recommended vendor for this pilot project. Inline is an awarded vendor of the TASB BuyBoard. Each gym will be equipped with energy efficient lighting and control fixtures. Lighting efficiency and electrical consumption efficiency will be tested and monitored. The cost estimates are:

Following the energy efficiency updates, the District will be eligible for energy savings rebates.

Recommendation:

The Administration recommends the approval of the second phase of the energy saving program involving all High School and Middle School Gymnasiums.
