10. CSP #2008-038 Early Childhood Building Program Construction Manager at Risk

Description:
Competitive Sealed Proposals were solicited for Construction Manager at Risk for the Early Childhood Building Program consisting of additions at Beaty and Pearson, and a new replacement building on a new site. Proposals were received on May 1, 2008 from eight construction manager firms.
An Evaluation Committee consisting of representatives from Facility Planning and Construction, and the Architect reviewed the submittals. The Architect and the District made reference calls on the firms, who submitted proposals. The results of these telephone reference calls were reviewed by the Committee and a 'short list' of two firms was identified. Interviews were conducted with these two firms and following review and discussion of the submittals, along with available information, the Evaluation Committee made its recommendation for Pogue Construction. While the selection is based on qualifications and best value for the District, the combined pre-construction and construction period fees submitted by Pogue are the lowest of all eight firms submitting.
Summary:
The contract award at this time will commit the Pre-Construction Period Fee and will set the rate for the Construction Period Fee. Prior to committing any funds to the cost of construction, a recommendation will be presented to the Board for approval, and a contract amendment will be required.
Pre-Construction Services Fee (Lump Sum Amount): $5,000.00
Construction Period Fee (% of the Cost of Construction): 2.45%
Estimated Construction Budget, Including Fee: $14,372,000.00
Recommendation:
The administration recommends that the contract for Construction Manager at Risk be awarded to Pogue Construction.
Business Impact:
Funding Source is 2004 and 2008 Bond Funds.
