VIII. Rider 86 Supplement for Teachers

Description:
Rider 86 in House Bill 1, from the Texas Legislature's 80th session, provides school districts with new funding equal to $23.63 per student weighted average daily attendance (WADA). This funding will be delivered in addition to the state funds needed to obtain the revenue target per WADA in accordance with Section 42.2516(b), i.e., these funds will be delivered in addition to the property tax relief hold harmless provisions.
Rider 86 does not require across-the-board raises for any group. It does require districts to use funds to increase educator salaries, but not necessarily for all educators or for the same amount. It does not require districts to pay an increase in the salaries that were paid to an employee this year. The funds are TRS-creditable.
Plano ISD is eligible to receive $1,458,248.11 in Rider 86 funds (61,712 projected WADA for 2007-08 x $23.63).
Recommendation:
Approve use of Rider 86 funds to provide a $310 payment for all teachers, librarians, and nurses (in pay ranges 820 and 830), in addition to counselors and all other employees in pay range 840. Payments will be made to these employees in December 2007. These payments are in addition to pay increases which the board previously approved for all employees.
