Description:
District Policy CH (Legal) authorizes the use of cooperative purchasing to increase efficiency and effectiveness. Texas Government Code Sections 791.003 and Local Government Code 271 grant the legal authority to participate in purchasing cooperatives.
The Local Government Purchasing Cooperative and their electronic BuyBoard has been used by the District for several years. The Co-op has become a very valuable tool. The District may elect to participate in none, some, or all bids offered by the Co-op. Participation is voluntary. The annual membership fee has been eliminated. The Cooperative funds its operations with vendor service fees. The District may withdraw membership at any time by giving a written notice.
Resolution and Interlocal Agreement are available for viewing in the Superintendent's Office.
Recommendation:
The Administration recommends that the resolution and interlocal agreement, allowing the District to participate in the Local Government Purchasing Cooperative, be approved.
