Board Agenda - January 16, 2007

2. CSP 3780 Internet Service Provider

Presenter: Richard Matkin

Purpose: A - Request decision - closure required

Time: No time limit

Description:

Proposals for the following items were advertised, received, and opened by the Purchasing Services Department. The appropriate department has evaluated all proposals and forwarded their recommendation to Purchasing Services to be reviewed for compliance with Education Code Section 44.031 and School Board Policy.

This is a compliance proposal for the purchase of services of an internet provider. The services are for a two year period.

Technology Services Staff evaluated the proposals. The respondents were AT&T and Verizon.

The district requested pricing for delivery of the Internet Access to two separate Plano ISD facilities inclusive of Border Gateway Protocol routing. The purpose of the specification is to distribute the Internet access entry points at the two main Plano ISD Data distribution sites. Each Internet Access Circuit is to be operated concurrently in order to provide a total of 90 mbps of service availability. This design also allows the District to continue to access the Internet in the event of a critical failure at either of the main data distribution sites. This network design is critical due to the increasing utilization of the Internet by students, teachers, and administrators. Recent Internet access utilization reports have confirmed this increase. The continued increase in the utilization of on-line testing has further necessitated this network design.

The pricing provided by Verizon was similar for both locations. The pricing provided by AT&T has significant price differences between the two proposed sites.

Verizon offered the best pricing for both sites for 90 mbps of service for two years. The Verizon Price for 90 mbps is $ 15,290.20 per month for a two year contract. The AT&T aggregate price for 90 mbps is $ 23,402.54 per month for a two year contract.

Recommendation:

The Administration recommends that this proposal be awarded to Verizon.

Business Impact:

Estimated Annual Value: $183,482.00
Budget/Financial Implication: Technology Budgets
Evaluation Criteria: Purchase Price; Quality of Goods or Service; Vendor Reputation; Best Meets the Needs of the District.
