5. #2007-016, Armstrong/Clark Stadium paving

Purpose: A - Request decision - closure required

Time: No time limit

Description:

Competitive Sealed Proposals were solicited for this work. Eight Contractors responded, and their proposals were received and opened on February 27, 2007. Representatives from Facility Planning and Construction and the Architect evaluated the proposals in accordance with the published criteria and their relative weights.

Summary: This proposal provides for replacement of the parking lot paving at the east side of Armstrong Middle School. The Evaluation Team checked references and evaluated the proposals. During the evaluation and in clarification conversations with the Proposers, it was confirmed the two lowest proposals were incomplete and therefore not recommended. Based upon the review of the third Proposer's qualifications and understanding of the work, the Evaluation Committee is recommending that the proposal of Miller-Sierra Contractors be accepted. This is the lowest valid proposal for the Base Proposal and the Base Proposal plus Alternate.

One Alternate was also bid for replacement of the Bus Parking paving at Clark Stadium. This Alternate was considered during the evaluation and recommendation. It is recommended that this Alternate be accepted.

Base Proposal - Armstrong: $316,000.00
Alternate 1 - Clark Stadium: $173,000.00
Contract Amount: $489,000.00
Construction Budget Estimate: $400,000.00
Overage to be funded from undesignated 2004 Systems & Compliance funds.

Recommendation:

The Administration recommends that the contract for construction be awarded to Miller-Sierra Contractors.
