7. #3723, Vehicle repair services

Presenter: Richard Matkin

Purpose: A - Request decision - closure required

Time: No time limit

Description:

This is a compliance bid for the purchase of vehicle repair for passenger, light & medium-duty trucks for Plano ISD. This is the first year of a renewable bid. The Transportation Department reviewed the bid and recommends that the bidder offering the lowest prices not be awarded. The low bidder was Aamco Transmission in Addison, TX. Two members of the Transportation Department and the Transportation Buyer from the Purchasing Department conducted a site visit to the Aamco Transmission facility. The bid specification stated that "the awarded vendor would have the shop capacity and equipment large enough to perform repairs on all passenger, light and medium-duty vehicles". It also requested that "all work is to be conducted on an "in-house" basis, and that no work may be sub-contracted". After visiting with the Senior Service Manager at this location, it was clear that they could not perform any of the repairs at their location except for transmission work. The next lowest bidder was Allison's Auto Care, Inc. The District has used Allison's Auto Care in the past and they have proven to be capable of performing all of the necessary work that is required to service Plano ISD vehicles.

Recommendation:

The Administration recommends that the bid for vehicle repair be awarded to Allison's Auto Care, Inc.

Business Impact:

Estimated Value: $26,000.00. Budget/Financial Implication: Transportation Repair Budgets. Evaluation Criteria: Price; Vendor Reputation; Vendor's History with the District; Quality of goods; Best Meets the Needs of the District.
