n. North Central Texas Council of Governments Resolution for Clean Fleet Vehicles

Description:
The Regional Transportation Council (RTC), as the policy body for the North Central Texas Council of Governments' Transportation Department, originally adopted a Clean Vehicle Policy in 2000. The policy supported the use of Ultra Low Emission Vehicles, which, at the time, was the federal emission standard for very clean vehicles. The federal emission standards changed in 2004; thus, modifications to the Clean Vehicle Policy were needed.
On October 13, 2005, the RTC approved a resolution in support of a new Clean Fleet Vehicle Policy and Model ordinance for adoption by governmental entities in the nine-county non-attainment region. This comprehensive policy covers opportunities for fleets to have a positive impact in air quality through vehicle acquisition, maintenance, operations, and compliance verification. Adoption of the Clean Fleet Vehicle Policy entitles the adopting entity to compete for clean vehicle funding made available by the RTC.

Recommendation:
The Administration recommends that the approval of the resolution allowing the District to participate in the North Central Texas Council of Governments Clean Fleet Vehicle program.
