8. #2007-039, Athletic running track resurfacing for PWSH

Purpose: A - Request decision - closure required

Time: No time limit

Description:

Proposals for the following project were advertised, received, and opened by the Purchasing Services Department. The appropriate department has evaluated all proposals and forwarded their recommendation to Purchasing Services to be reviewed for compliance with Educational Code 44.031 and School Board Policy.

This is a compliance proposal that will establish an approved vendor and pricing for the resurfacing of the running track at Plano West Senior High School.

The Athletic Department has reviewed this proposal and recommends awarding the PWSHS track project to Hellas Construction. The Fisher Track proposal of $78,877.00 was the lowest proposal, but the material they offered is designed as a short term, initial, low-cost practice track. The Plano West Track is open to the public and is used everyday by the community and schools. The Vibra-Whirl Track proposal of $92,735.00 was the next lowest proposal, but there have been problems with the quality of materials and consistency of application at the District's Kimbrough Stadium. Staff checked references with two school districts and found similar issues with the Vibra-Whirl product. The next proposal was Hellas at $98,500.00. The Committee was impressed with their Sport Track 100 sample, the application process, and the 7-10 year life expectancy. References on the Hellas Sport Tracks were positive from both McKinney ISD and Allen ISD.

Recommendation:

The Administration recommends that the bid for the track repair project for Plano West Senior High School be awarded to Hellas Construction.
