Description:
This is a compliance bid that will establish approved vendors and pricing for the purchase of laminating film and laminators for the District. This is the first year of a renewable bid.
The Purchasing Services Department received 13 bids. Staff recommends that the low bid for each item be awarded, with the exceptions of Section A, line 1, & 5, and Section B, Laminators.
Justification:
Section A, Line 1 - The low bid of $8.10 from USI Education is not recommended due to lack of product information and references. The next low bid of $8.52 from Standard Stationery Supply is not recommended due to lack of product information and referenced entities having no knowledge of product being bid. The next lowest bid of $8.75 from Competitive Edge is recommended.
Section A, Line 5 - The low bid of $7.07 from Standard Stationery Supply is not recommended because the film that they are bidding has been used by the district before and damaged some of our machines. The next lowest bid of $7.75 from Competitive Edge is recommended.
Section B, Laminators - The low bid of $999.00 from USI Education & Government sales is not recommended due to lack of product information and references. The next low bid from Standard Stationery Supply of $1,048.24 is not recommended because they are limiting the brands of product that may be used in the laminator. The next low bid of $1,364.65 from Highsmith is not recommended because they are limiting the brand of product that may be used in the laminator. The next low bid of $1,396.00 from Spiral Binding Co., Inc. is not recommended due to the high cost of the service contract. The next low bid of $1,399.00 from General Binding Corp. (GBC) is recommended. GBC equipment is commonly used within Plano ISD. The company has not limited the brand or product that may be used in their machines and they will warranty the machines for 15 months instead of 12 months.
Recommendation:
The Administration recommends that this bid be awarded to the following:
General Binding Corp - Section A: 2, 3, & 6 and Section B: Laminators.
Competitive Edge - Section A: 1, 4, 5, 7, & 8.
Spiral Binding - Section A: 9 & 10.
Business Impact:
Estimated Value: $55,000.00.
