Description:

Proposals for the following items were advertised, received, and opened by the Purchasing Services Department. The appropriate department has evaluated all proposals and forwarded their recommendation to the Purchasing Services Department to be reviewed for compliance with Education Code 44.031 and School Board Policy.

This is a compliance proposal that will establish an approved vendor and pricing for institutional kitchen cleaning for Food and Nutritional Services (FANS). This is the first year of a renewable proposal.

Requests for Proposal were sent to 32 potential companies. Three proposals were received. Staff reviewed the proposals and vendor's questionnaires, checked references, and evaluated each company to determine the offer that presented the best value to the District.

The proposal specification states that Section I A and I B will be awarded to one vendor. Triple B Cleaning did not submit pricing for Section I B and was not considered for award.

Section II is not recommended for award. Two companies submitted "No Bids." The third company did not clearly understand the service being requested.

Staff recommends Guardian Services be awarded Section I A and I B. Although ABM Janitorial Services offers some unit costs that are lower for cleaning ceiling tile and air vents, Guardian offers the lowest overall cost for total services and they have been a reliable vendor in the past. Tab sheet is attached.

Recommendation:

The Administration recommends this proposal be awarded to Guardian Services.
