20. Electronic Bidding Software Texas Building and Procurement Commission Cooperative Purchase

Description:

Quotes for the following item were requested from the Catalog Information Systems Vendor list provided by the Texas Building and Procurement Commission. The recommended quote meets the criteria set forth in the Educational Code Section 44.031 and Local Government Code 791.

The Purchasing Services Department has reviewed several electronic bidding software packages.  Electronic bidding is currently the most efficient method for collecting and evaluating bids.  The use of E-bidding provides the collection of more accurate bid data, the ability to electronically tabulate bid results, and a complete audit trail of the bidding process.

Staff selected several vendors from the Catalog Information Systems Vendor list provided by the Texas Building and Procurement Commission Cooperative.  The Purchasing Services Department and the Technology Department reviewed various software models and selected the one that best meets the needs of the District.

Ion Wave Technologies offers electronic bidding software that  meets the District's requirements.  All vendor and bidding information will reside in District servers.  Ion Wave Technologies will provide software, implementation services, and annual maintenance.

Recommendation:

The Administration recommends the purchase of electronic bidding software from Ion Wave Technologies through the Texas Building and Procurement Commission Cooperative.
