h. Child Nutrition Lunch & Breakfast Program Adult Price Increases for 2008-09

Description:
The Administration presented to the Board of Trustees at the May 20th, 2008 Board Meeting the 2008-09 Food and Nutritional Services (FANS) budget. The budget included no student price increase.
There were no price increases for this past budget year, 2007-08. Note the prices below do not include an increase in the student breakfast and lunch prices in 2008-09, only the adult meal prices.
As was stated at the budget meeting, to be in compliance with the Texas Department of Agriculture (TDA) Administrator's Reference Manual, meals served to adults are neither eligible under the authorizing legislation and regulations for federal cash reimbursement, nor do they earn donated commodities for the district. Districts must ensure, to the extent practicable, that the federal reimbursements, children's payments and other non-designated nonprofit CN revenues do not subsidize program meals served to adults.
Breakfasts and lunches served to teachers, administrators, custodians and other adults must be priced so that the adult payment in combination with any other revenues is sufficient to cover the overall cost of the meals. The Administration recommends a 10 cent increase per adult meal for the 2008-09 school year to cover this cost.
Calculations are based on methods outlined in the TDA Administrator's Reference Manual.
Recommendation:
The administration recommends that adult meal prices be increased to $1.45 for breakfast and $2.75 for lunch to be in compliance with TDA.
