4. #2007-041, Glass installation/materials

Purpose: A - Request decision - closure required

Time: No time limit

Description:

Bids for the following items were advertised, received, and opened by the Purchasing services Department. The appropriate department has evaluated all bids and forwarded their recommendation to the Purchasing Services Department to be reviewed for compliance with Educational Code 44.031 and School Board Policy.

This is a compliance bid that will establish approved vendors and pricing for the purchase of glass materials and installation for the District. This is the first year of a renewable bid.

Bid notifications were sent to fifty-seven vendors and two were received. The Facility Services Bid Committee has reviewed this bid and recommends awarding Binswanger. Binswanger is the largest full-service glass retailer in the United States. Staff is satisfied with Binswanger's past performance for the District. Binswanger has not increased their pricing from their last contract with the District.

Altair Co. was the other company that submitted a bid, but they submitted "No Bid" on all line items. Tab sheet is attached.

Recommendation:

The Administration recommends that the bid for the purchase of glass be awarded to:

Binswanger Glass Line Items: 1-22, 24-29, 32 & 33; Discount off catalog pricing

No Bid Line Items: 23, 30 & 31

Estimated Value: $70,000.00

Evaluation Criteria: Price; Vendor Reputation; Quality of Vendor's Service and Goods; Vendor's past relationship with the District; Lowest total long term cost to the District; Enables the District to comply with HUBS laws; Best Meets the Needs of the District.
