Purpose: A - Request decision - closure required

Description:

Proposals for the following service were advertised, received, and opened by the Purchasing Services Department. The appropriate department has evaluated all proposals and forwarded their recommendation to Purchasing Services to be reviewed for compliance with Education Code 44.031 and School Board Policy.

This is a compliance proposal that will establish approved vendors and pricing for moving services used throughout the District. This is a three year contract.

A committee comprised of staff members from Facilities Services, Technology, Warehouse, New Construction, and Purchasing, reviewed the proposals that were received. Of the six proposals submitted, the two offering the lowest prices were selected for further evaluation. The District has used Arpin America exclusively for the past three and a half years. The committee was unanimous in their recommendation of Arpin as primary vendor due to their low prices for labor and supplies and the many value added services they provide. Of the remaining five vendors, All Points Pioneer was selected as secondary vendor. The Secondary vendor will be used in the event the primary vendor cannot meet the District needs. While All Points Pioneer's labor costs were slightly lower than Arpin's, their charge for supplies was higher and the amount of supplies used by the District is considerable enough to offset the difference. In addition, Arpin does not charge rental fees for any equipment needed for Plano ISD jobs, whereas, the other proposers do. Also, Arpin does not charge storage fees on certain occasions.

Recommendation:

The Administration recommends that this proposal be awarded to Arpin America as primary vendor and All Points Pioneer as secondary vendor.
