Description:

Competitive Sealed Proposals for the following items were advertised, received, and opened by the Purchasing Services Department. The appropriate department has evaluated all proposals and forwarded their recommendation to Purchasing Services to be reviewed for compliance with Education Code and School Board Policy.

Competitive Sealed Proposals were solicited for this work. Five Contractors responded and their proposals were received and opened on September 21, 2006. Representatives from Facility Planning and Construction as well as the Architect evaluated the Proposals in accordance with the published criteria and their relative weights.

Summary: This proposal provides for replacement of the existing field house at Williams High School. A new building is to be constructed in an open space south of the tennis courts. When the new building is complete, the existing field house will be removed. The Evaluation Committee checked references and evaluated the proposals. Based upon the review of the proposer's qualifications and understanding of the work, the Evaluation Committee is recommending that the proposal of J.C. Commercial be accepted. This is the lowest proposal for the Base Proposal and any combination of the two alternates that were proposed. It is recommended that Alternate 1, a deduct of $25,750 to provide asphalt shingles in lieu of metal roofing, be declined. It is also recommended that Alternate 2 - New Storage Building, required for the field equipment be accepted.

The construction budget for the Williams Fieldhouse will be taken form the $1,578,305 Bond 2004 Initiatives. Related project cost will be funded from the $500,000 contingency funds in the 2004 Bond Initiatives for the Williams campus.

Recommendation:

The Administration recommends that the contract for construction of the Williams High School Field House be awarded to J.C. Commercial in the amount of $1,551,777.00.
