Description:

The selection of Starling Richardson as Construction Manager at Risk (CMR) was approved by the Board on April 20, 2007. The CMR has taken bids for the work and is presenting a GMP for the project. After presenting an initial GMP number, several items were identified, clarified, and evaluated by the CM, Architect, Facility Maintenance, and Facility Planning and Construction. This resulted in a reduction of $145,056 for a base GMP of $8,751,981.00. Six alternates were also bid, and four are recommended for approval. Accepting these four alternates will provide for replacement of the mansard cap on the building, and all exterior doors and windows. This will provide a new and fresh appearance for the campus and will include matching new doors and windows for the existing building, as well as the new additions. By the contractual definition, the Construction Manager's Fee for Construction Period Services is a part of the Guaranteed Maximum Price, and the Pre-Construction Period Services are outside the GMP. The summary below represents the allocation as will be shown in the contract. Summary: Pre- Construction Services Fee (previously approved) $ 7,500.00 Base Proposal $ 8,751,981.00 Recommended Alternates, Add: $ 512,090.00 Guaranteed Maximum Price (includes previously Approved Construction Services Fee at 3.0%): $ 9,264,071.00 Total Contract Amount (including Pre-Construction Services) $ 9,271,571.00

Recommendation:

The Administration recommends that the Contract for Construction Manager at Risk with Starling Richardson be amended to provide the Guaranteed Maximum Price of $9,264,071.00.
