5. #3776, Special education evaluation materials

Presenter: Richard Matkin

Purpose: A - Request decision - closure required

Time: No time limit

Description:

This is a compliance bid that will establish approved vendors and pricing for the purchase of Special Education evaluation materials for the school year 2006-07. This is the first year of a renewable bid.

Staff has reviewed this bid and recommends the acceptance of the lowest bid on all items. The bid specifications for items 5, 12, 13, 20, 21, 23, 32, 35, 40, 43, 54, 64, 80, 97 and 105 required these line items to be awarded based on best overall price to one vendor; components were not intended to be awarded individually. Item 51 is split between vendors since Slosson was the only bidder on 51a, and MHS was the only bidder on 51b.

Tie bids were received for items 10, 11, 18, 19, 65, 66A, 67, 69, 71, 78, 95, 99 and 102. For ordering efficiency, Staff recommends that both vendors be awarded each line item.

The line item bids from Harcourt Assessments, NCS Pearson d/b/a Pearson Assessments, and Pro-Ed were rejected, because they did not adhere to our bid specifications.

Discounts on catalog pricing were also requested. Staff recommends that all bidders that responded with a discount be awarded.
