Viewing and Responding to Proposals and Bids
All Plano ISD solicitations are posted on the District’s IonWave electronic bidding system, where vendors can view current opportunities and submit electronic responses.
Viewing Bid Opportunities (No Registration Required)
Prospective vendors may view all open proposals and bids without creating an account.

Bid documents are available in view‑only mode.

To browse current opportunities, select the IonWave Current Proposals/Bids Opportunities link (login not required).

A calendar of closing dates is provided to help vendors track upcoming deadlines.
Vendor Registration (Required for Bid Submission)
To submit an electronic response, vendors must register through the IonWave Vendor Registration portal.

Registration enables vendors to receive automated notifications for upcoming bids in their selected commodity or service categories.

Once registered, vendors can submit proposals electronically through the IonWave system.

Vendors not yet registered may begin the process by selecting the IonWave Vendor Registration link.
Notifications and Bid Access
After registration:

Vendors receive email alerts when new bids are posted in their areas of interest.

Notifications are sent to the email address listed in the vendor’s IonWave profile, making accurate and current contact information essential.
Bid Advertisements
Plano ISD publishes its bid advertisements in the Plano Star Courier to meet Texas state bid law requirements. This ensures that the date, time, and place of bid openings are publicly accessible, as required by competitive procurement regulations. Companies or individuals who see these notices can review full bid specifications through the district’s electronic bidding platform, IonWave.
Certificate of Interested Parties –
1295 Form
House Bill 1295 (2015) added Texas Government Code §2252.908, from entering into which prohibits a governmental entity specific contracts unless the awarded vendor submits a Form 1295 disclosing all “interested parties.”
A vendor must file Form 1295 when:

The contract requires an action or vote by the governing body before it can be signed, or
-
The contract is valued at $1 million or more, or
-
The contract is for services requiring lobbyist registration under Government Code Chapter 305.
The form must be completed electronically through the Texas Ethics Commission (TEC) filing system, then printed, signed, and submitted to the governmental entity (Plano ISD Purchasing Department). The TEC does not accept 1295 forms directly.
