CSM Michael D Franklin
I'm Command Sergeant Major Michael D Franklin. I taught multiple levels of Leadership for 11 years in the US Army and left there with 26 + years of active service. I was fortunate enough to sign on with Plano Schools 17 years ago in 2001. I instruct the Junior Reserve Officers Training Program for the East Cluster High Schools here in the "Mighty Fine" Plano Independent School District. Our JROTC mission is " To motivate young people to be better citizens." Most students seem to enjoy the challenge of structure and rigor consistent with the myriad of topics taught in the course.
History, equal opportunity, first aid, note taking, government, leadership, service learning, community service, ethics, prevention of drug and alcohol use/abuse, physical fitness, etiquette, diversity, the constitution, and poison prevention are some of the classes presented in the school year. Students have an annual formal "Military Ball' and participate in parades, inspections, fitness competitions and community service. Interested students may choose after-school involvement in team competitions involving academics of SAT /ACT criteria, air rifles, the Army Color Guard, Army Drill and Ceremony, Leadership, or Cyber Security.
Though there is absolutely no obligation after leaving the program, students do wear the provided uniform once per week. Of more than 1,700 Active programs world wide, our Plano East program currently ranks in the top 5 % of all. Twenty-three years in a row, our annual evaluation by the Department of the Army consistently exceeded the score of 95% to rank in the top 10% of the world. The score is necessary for attaining and holding the prestigious rating of "Honor Unit with Distinction." SY 2016-2017 our Cadets scored 98.75% SY 2017-2018 Cadets scored 99.2%
