The Plano ISD Board of Trustees met on Tuesday, August 8, 2017, at the Plano ISD Administration Center.
- Board President Missy Bender expressed appreciation to staff members of the assessment and accountability department for serving as greeters and for distributing agendas and comment cards.
- Trustee Tammy Richards provided an inspirational message.
- Susan Modisette, assistant superintendent for campus services, recognized and introduced administrative appointments approved in June and July:

- The board took the following actions or heard the following reports:
- Items VII.K. - Sole Source Purchase from New Era for myPISD Subscription Renewal; VII.L - Sole Source Purchase of Annual Support for Pinnacle Gradebook Software from Wazzle Solutions and VII.W. - Approval of Memorandum of Understanding for Youth Aware of Mental Health Program were pulled from the consent agenda for further discussion.
- All other Items on the consent agenda were approved.
- As part of the consent agenda, the following administrative appointment was announced:
- Ammon Talbot - Plano West Senior High School, Assistant Principal
- Steve Fortenberry, chief financial officer, and David Medanich, vice chairman of Hilltop Securities, presented a bond sale report.
- The board approved the Agreement for the Purchase of Attendance Credits for the 2017- 18 school year in accordance with Chapter 41 of the Texas Education Code which requires school districts to reduce their property wealth per student to a level that is not greater than the equalized wealth level as determined by the commissioner of education in accordance with state law.
- Dan Armstrong, assistant superintendent for technology services and Matt Frey, executive director of instructional technology presented the 2017-2021 Technology Plan Update highlighting the process and the major findings that make up the Plano ISD technology goals. The board approved the plan with modifications.
- The board approved board member appointments to various committees as liaisons to specific groups for the 2017-18 school year as revised.
- The board reviewed and approved proposed amendments to the Board Operating Protocol with modifications.
- Items VII.K, VII.L. and VII.W. pulled from the consent agenda were brought forward for discussion and approved.
- Mr. Fortenberry provided a construction report highlighting projects underway or recently completed throughout the district.
- The board approved the following polices under first reading as presented by Karla Oliver, assistant superintendent for government, community and planning initiatives. These policies will be presented for adoption under second reading at a subsequent meeting:
- TASB Localized Policy Manual Update 108
- CFC(LOCAL) Accounting: Audits (approved as amended)
- DH(LOCAL) Employee Standards of Conduct
- DHE(LOCAL) Employee Standards of Conduct: Searches and Alcohol/Drug Testing
- EC(LOCAL) School Day (approved with requested amendment pending further review)
- EIF(LOCAL) Academic Achievement: Graduation
- FL(LOCAL) Student Records
- GKD(LOCAL) Community Relations: Nonschool Use of School Facilities (approved with further discussion requested at a subsequent meeting)
- The board also reviewed the following exhibits and regulation under first reading. These will be presented under second reading at a subsequent meeting:
