Parental Rights and Options Information

Senate Bill 12 from the 89th legislative session outlined a series of parental rights related to education. The Texas Education Agency (TEA) has prepared a Parental Rights and Options Form designed for parents and families that details parental rights and options, including the right to withhold consent for or exempt the parent’s child from certain activities and instruction, related to:

  • Courses of study and supplemental services
  • Instructional materials and library materials
  • Health education instruction
  • Instruction regarding sexual orientation and gender identity
  • School options, including virtual and remote schooling
  • Immunizations
  • Gifted and talented programs
  • Promotion, retention, and graduation
  • Grade, class rank, and attendance
  • State standards and requirements
  • Data collection practices
  • Health care services, including notice and consent
  • Special education and bilingual education
  • Grievance procedures

The detailed information from TEA can be accessed through the TEA’s website

Instructional plans for Plano ISD, also outlined in SB 12, are available on the district’s website through the Students & Families page

Right to Information Regarding Mental, Emotional, and Physical Health and Health-Related Services

Parents and guardians have the fundamental right to make decisions regarding the upbringing and control of their children. Our goal as a school district is to be a supportive partner in that effort, providing effective academic instruction to maximize student learning. In service of that goal, we also work to support the general well-being of our students so they can remain academically focused. As you might expect, teachers and other employees will periodically inquire about a child’s well-being, (e.g., asking how a student is feeling). In some cases, though, more formalized efforts may be appropriate, and if that is the case, our intent is to work in ways that are consistent with your goals as the parent.

Texas Education Code, §26.0083(g) and SB 12 require districts to notify parents of health-related services and receive parental consent to provide specific services or engage in monitoring of the student related to the student’s mental, emotional, or physical health or well-being. Parents and guardians received a copy of the information and consent form through Skyward Family Access. For students to receive health-related services, a parent must sign the form in Skyward.
