Families residing in the new Dooley Elementary School and Memorial Elementary School attendance zones will attend Bowman Middle School (estimated 166 students), Williams High School and ultimately Plano East Senior High School.

Families residing in the new Boggess Elementary attendance zone will attend Murphy Middle School (estimated 54 students), McMillen High School and ultimately Plano East Senior High School.

Families residing in the new Stinson Elementary School, Schell Elementary School and Meadows Elementary School attendance zones will attend Otto Middle School (estimated 344 students), McMillen High School and ultimately Plano East Senior High School.
Rationale and Benefits

- Armstrong Middle School is currently utilizing 48% of the building’s capacity and has the highest number of students that transfer out to other Plano ISD middle schools
- Armstrong Middle School is an older building, built in 1976, with higher needs according to the Plano ISD facility assessment score
- Campuses in close proximity can accommodate the students from Armstrong without overcrowding and eliminating the need to replace a building
- Otto Middle School and Murphy Middle School can currently accommodate increased enrollment from Armstrong Middle School and have significantly higher facility assessment scores with regard to the structure of the facility
- Bowman Middle School can currently accommodate increased enrollment from Armstrong Middle School and, as a result of its renovation in 2019, has one of the highest facility assessment scores in Plano ISD, including the second highest in the Plano East Senior High School feeder pattern
- Armstrong Middle School enrollment among families in the current attendance area has declined and is projected to remain at or below 51% over the next five years
- The more than $4.4 million currently allocated to Armstrong for capital improvements can be reallocated to improve other campuses

Bond Facility Upgrades

- Otto Middle School was built in 2010 and is one of the newest facilities in Plano ISD. It is also scheduled to receive approximately $768,000 in upgrades from the 2022 bond program.
- Bowman Middle School was renovated in 2019 and is scheduled to receive approximately $825,000 in upgrades from the 2022 bond program.
- Murphy Middle School is scheduled to receive nearly $6.3 million in upgrades from the 2022 bond program.
Facility Impact

If Plano ISD chooses to surplus the building and land that houses Forman Elementary (per the resolution approved by the Board of Trustees on May 7, 2024), it will be offered to the City of Plano for repurposing in a manner that protects the integrity and security of the neighborhood while fulfilling a community need.
