Families currently zoned to attend Dooley Elementary residing east of Los Rios Boulevard and South of Park Boulevard will be rezoned to attend Boggess Elementary (estimated 129 students), Murphy Middle School, McMillen High School and ultimately Plano East Senior High School.

Families residing north of 14th Street and east of Shiloh Road will attend Dooley Elementary (estimated 213 students) and will attend Bowman Middle School, Williams High School and ultimately Plano East Senior High School.

Families residing west of Shiloh Road, south of Rockbrook Drive, and north of 14th Street, except for the Windsor Place Townhomes community, will attend Meadows Elementary (estimated 187 students), Otto Middle School, McMillen High School and ultimately Plano East Senior High School.

Families residing in the Shiloh Park Townhomes Community will attend Memorial Elementary (estimated 13 students). Additionally families currently zoned to attend Meadows Elementary residing on or north of Rockbrook Drive will be rezoned to attend Memorial Elementary (estimated 21 students). All students attending Memorial will attend Bowman Middle School, Williams High School and ultimately Plano East Senior High School.

Families currently zoned to attend Schell Elementary residing north of Maxwell Creek Trail and east of Brand Road will be rezoned to attend Miller Elementary (estimated 77 students), Murphy Middle School, McMillen High School and ultimately Plano East Senior High School.

Schell Elementary | 5301 E Renner Road | Richardson
Families residing between 14th Street and Plano Parkway or in the Windsor Place Townhomes community will attend Schell Elementary (estimated 45 students). Additionally, families currently zoned to attend Stinson Elementary residing on the north side of Plano Parkway and residing in the Clearwater Creek community will be rezoned to attend Schell Elementary (estimated 111 students). Finally, families currently zoned to attend Dooley Elementary residing on the south side of 14th Street will be rezoned to attend Schell Elementary (estimated 27 students). All students attending Schell will attend Otto Middle School, McMillen High School and ultimately Plano East Senior High School.

Stinson Elementary | 4201 Greenfield Drive | Richardson
Families residing on the south side of Plano Parkway will attend Stinson Elementary (estimated 84 students). Additionally, students currently zoned to attend Mendenhall Elementary residing on the south side of President George Bush Turnpike will be rezoned to attend Stinson Elementary (estimated 71 students). All students attending Stinson will attend Otto Middle School, McMillen High School and ultimately Plano East Senior High School.
Rationale and Benefits

- Forman Elementary is an older building, built in 1971, with higher needs according to the Plano ISD facility assessment score
- Campuses in close proximity can accommodate the students from Forman without overcrowding and eliminating the need to replace a building
- Dooley Elementary, Schell Elementary, Stinson Elementary, Meadows Elementary and Memorial Elementary all have higher facility assessment scores than Forman, including significantly higher structure assessment scores
- Forman Elementary enrollment among families in the current attendance area has declined and is projected to further decline over the next five years
- The nearly $5.7 million currently allocated to Forman for capital improvements can be reallocated to improve other campuses
- Families impacted will remain in the Plano East Senior High School feeder pattern

- Dooley Elementary is scheduled to receive more than $5.7 million in upgrades from the 2022 bond program.
- Meadows Elementary is scheduled to receive approximately $3.1 million in upgrades from the 2022 bond program.
- Memorial Elementary is scheduled to receive approximately $1.3 million in upgrades from the 2022 bond program.
- Miller Elementary is scheduled to receive more than $800,000 in upgrades from the 2022 bond program.
- Schell Elementary is scheduled to receive more than $1.4 million in upgrades from the 2022 bond program.
- Stinson Elementary is scheduled to receive approximately $1.6 million in upgrades from the 2022 bond program.
Facility Impact

If Plano ISD chooses to surplus the building and land that houses Forman Elementary (per the resolution approved by the Board of Trustees on May 7, 2024), it will be offered to the City of Plano for repurposing in a manner that protects the integrity and security of the neighborhood while fulfilling a community need.
