    The goal of the Long Range Facility Plan is to remain focused on the district’s mission, vision and strategic pillars.

    Plano ISD will maximize resources and community partnerships to achieve district goals that meet the needs of students and staff.

    Davis Elementary School, Forman Elementary School, Armstrong Middle School and Carpenter Middle School to be closed along with related boundary adjustments beginning with the 2025-2026 school year

    Rationale

    Factors considered when identifying schools for closure:

    • Current and projected utilization of space in schools
    • Current enrollment and projected enrollment decline
    • Age and condition of facilities, including the foundation and structure of building, roof, mechanical, electrical, plumbing, HVAC system, flooring, restrooms, playground equipment, etc.
    • Geographic location of facilities
    • Transportation feasibility and impact 
    • Maintaining vertical feeder patterns 

    Benefits

    Closures are one of several measures Plano ISD has employed to ensure resources are maximized to meet the needs of students across the district.

    Additional benefits include:

    • Projected annual savings of $5.2 million
    • One-time savings of $20.1 million in reduced capital expenditures
    • Cost avoidance for the future replacement of identified campuses of at least $340 million
    • Reduction of overall available capacity by almost 20% or approximately 3810 seats
    • Improved staffing allocation efficiencies 
    • Improved staffing conditions through greater collaboration among grade-level and subject matter teams and potentially fewer teacher preparation assignments for an individual staff member
    • Ability to expand and improve student programs by consolidating resources
    • Addition of flexibility for future choice programs for students

    School Utilization

    An important factor driving the need for Plano ISD’s Long Range Facility Plan is the inefficiencies of many of the district’s campus capacities. Capacity is the term used to describe the number of students that can be served in a facility. Each school has a designated capacity based on the number of classrooms and common spaces.   

    Without the Long Range Facility Plan, in the 2025-2026 school year, Plano ISD is projected to have 7,790 empty seats at the elementary level and 5,410 empty seats at the middle school level. We currently have over 18,000 total open seats across all grade levels and are projected to have over 21,500 open seats by 2030.  

    After the Long Range Facility Plan, the district will have reduced the number of empty seats by 1,246 at the elementary level and 2,564 at the middle school level.

    Why Did the Boundary Change?

    As a result of the closure of specific campuses, certain school attendance boundaries have been adjusted to absorb the students from the closing campuses and ensure the efficient operation of surrounding schools.
